Freja Forum’s open space in Almedalen brings the diversity of democracy to life. Here, experiences and ideas grow from the visions of young Europeans — at least eight countries represented — who share how they see the future of democracy in a rapidly changing world. Together with a wide range of experts from across society, they create two days of open dialogue, fresh perspectives and developed questions. Russia’s war in Ukraine is pushing the healthcare system to its limits. Combat medics, doctors and medical staff are forced to make life‑changing decisions within minutes, with limited resources and many wounded. How does war affect medical priorities, ethics, and the organization of care?

You meet Ukrainian frontline medics, military commanders organizing the defense, and a Swedish volunteer organization operating its own ambulances and personnel on the front line. You will see the equipment used and one of the evacuation vehicles—CASEVACs—operating in combat zones. The CASEVAC is on display the whole week in Ukrainska Hubben. Ukraine’s frontline medical system is highly structured, yet adapted to extreme conditions, combining NATO standards with real-time battlefield improvisation. The discussion highlights experiences from Ukraine and explores how the wounded are treated, how the chain of care is organized, and the challenges of saving lives in a new type of warfare, where constant drone presence complicates rescue operations.

Russia’s full-scale invasion of Ukraine has demonstrated the essential role of municipalities in crisis response, civil protection, humanitarian coordination, and democratic resilience. Ukrainian communities have become frontline actors in ensuring security, supporting residents, and maintaining essential services during wartime. This panel discussion will explore how municipalities can respond to global security challenges through international cooperation, civil-military partnerships, and collaboration with civil society and technology actors. Participants from Ukraine, Sweden, international organizations, and Microsoft will discuss practical experiences related to crisis preparedness, digital security, humanitarian coordination, and municipal partnerships. The discussion will also focus on strengthening cooperation between Ukrainian and Scandinavian municipalities and supporting democratic resilience in Europe.

A conversation about Sweden’s secret stay-behind network during the Cold War - the clandestine resistance structure prepared to operate in the event of Soviet occupation. Together with political scientist and researcher Johan Wennström. The discussion explores intelligence, covert planning, civil resistance, neutrality, and the hidden architecture of Swedish security policy beneath the surface of the Cold War. It also examines questions that have once again become highly relevant: how democratic societies prepare for disruption, occupation, sabotage and hybrid warfare - and what resilience, loyalty and resistance mean in an era of renewed geopolitical confrontation.

Russia’s war against Ukraine continues to affect millions of civilians. Kherson has become a symbol of resilience under occupation, attacks and humanitarian crises. How can democratic societies support communities facing war while strengthening international solidarity and local resilience?

Join us for a screening of Kherson: Human Safari (72 min), a documentary by American war correspondent and filmmaker Zarina Zabrisky, followed by a discussion with policymakers, municipal leaders and civil society representatives. The film documents Kherson’s experience from Russia’s full-scale invasion in 2022 through occupation, resistance, liberation, the flooding caused by the destruction of the Kakhovka Dam, and life under continued attacks. It highlights the resilience, courage and determination of ordinary people who continue to live, work and rebuild despite constant danger. You meet officers directly from the frontline in Ukraine. This seminar provides a firsthand perspective on the realities at the frontline. Through insights from Ukrainian representatives and experts, we examine how modern warfare is evolving, including the use of drones, artillery, and asymmetric strategies. The discussion also reflects on what these developments mean for Europe’s security, civil preparedness, and international cooperation. What lessons can Sweden and other countries draw from Ukraine’s experience? How are Russian forces conducting attacks today? How are Ukrainian forces adapting their defense strategies? What role do new technologies play on the battlefield? What lessons are relevant for Sweden and Europe? The panel brings together frontline expertise across key domains of modern warfare: drone operations, armored warfare, mechanized combat, military psychology, and information operations. Panel discussion, morning coffee & a classic Swedish breakfast sandwich ("frukostmacka"). While tech giants burn billions on supercomputers, AI is rewriting the rules of entrepreneurship. Today, a team of 1-3 people in Visby or Malmö, backed by AI agents, can do what used to take 500 employees in Silicon Valley. We call them "Small Giants" – extremely capital-lean, resourceful companies that outmaneuver the giants through speed and creativity, rather than brute force. We throw the old VC-hungry "unicorn" model in the trash to discuss how Swedish entrepreneurs can build global companies from day one. In the panel we discuss: • Why Europe's AI strategy often misses the mark. • From Unicorn to Small Giant: Lowering the barrier to building global companies. • AI-native ways of working: How agents crush resource-rich competitors. • What Sweden's government and ecosystem must do now to accelerate these Small Giants.

Welcome to a seminar exploring how regional and local cooperation strengthens resilience – with lessons directly from Ukraine at war. In a time when preparedness and collaboration are more critical than ever, we invite you to an inspiring and insightful morning seminar on regional and local cooperation – Ukrainian experiences as a key to resilience. With lessons and firsthand accounts from the Zaporizhzhia region in Ukraine, we will discuss: • How to build resilience in times of crisis, • How to collaborate nationally, regionally, and locally to strengthen preparedness, • And how Sweden can enhance its own crisis readiness. Sweden’s games industry combines world-leading creativity and innovation with deep-rooted values of environmental and social sustainability. From indie studios to global publishers, Swedish creators are already lowering their carbon footprint, ensuring safe and inclusive gameplay, building diverse workplaces, and designing games that inspire real-world change. But how can these efforts scale and what role must policy, research, and collaboration play? This is not a drill. With seven of nine planetary boundaries crossed and just four years left to meet the 2030 Global Sustainability Goals, real action and bold leadership are urgently needed. There are no games on a dead planet. The path forward demands joint action across industries, creators, research, advocacy, and NGOs. Policymakers must create the conditions for success. This panel brings together all these perspectives to discuss how we can turn ambition into action for a safe and playful future.

Sweden has a long history of cooperation and engagement in the Indo-Pacific. Developments in the Indo-Pacific are becoming more important for long-term security, trade, and international partnerships. How can we sustain cooperation across regions?

In this seminar ambassadors from Japan, Australia and New Zealand and a leading Swedish academic will discuss democratic security cooperation between Sweden and Indo-Pacific democracies in a global context characterised by a range of crises. An important topic is how like-minded democracies can maintain cooperation despite geographic distance and differing regional priorities. They will also discuss how economic coercion, maritime security challenges, and strategic competition shape relations within the Indo-Pacific, as well as between the Indo-Pacific and Europe. Another focus will be on the implications for Sweden’s security policy and its cooperation with Indo-Pacific democracies, including multilateral frameworks and NATO-related activities. The seminar highlights the need to actively maintain focus on long-term partnerships and shared security interests, and to ensure that cooperation between like-minded democracies is not sidelined when crises “in between” dominate attention.

War in Ukraine changes more than lives. It transforms landscapes, ecosystems, human relationships and the way people experience the world around them. How do these changes affect mental health, resilience and society’s ability to recover during and after war?

The full-scale war in Ukraine has changed not only people but also the environments they inhabit. Forests have been burned and mined, coastlines militarized, and familiar sounds replaced by drones and explosions. For many Ukrainians, nature itself has become associated with danger rather than safety. At the same time, nature remains one of the most powerful resources for psychological recovery. This creates a broader question for society: how do war, trauma and prolonged uncertainty reshape the relationship between people, places and community? Are we prepared for elections in the AI era? How do we make the best use of AI for our democracies? Artificial intelligence (AI) has the potential to make elections more efficient, inclusive, and secure, but also to disrupt democratic and electoral processes. With the Swedish general elections scheduled for September 2026, understanding how AI affects elections in the Swedish context is critical. In this Almedalen seminar, International IDEA, the Swedish Election Authority, and Microsoft bring together global, national, and technological perspectives on elections, AI, and democracy. Civilsamhället har en viktig roll vid bränder, kriser och i krig. Räddningstjänsten ansvarar för det förebyggande brandskyddet, men resurserna varierar mellan kommuner. För att stärka brandskyddet och krisberedskapen behövs en nationell satsning som omfattar civilsamhället och räddningstjänsterna.

I Ukraina gör civilsamhället stora insatser för att stödja räddningstjänsterna. I Sverige saknas en samordnande funktion som kan ta tillvara den kunskap och erfarenhet som branschföreningar och andra organisationer har inom det förebyggande brandskyddsarbetet. Samtidigt förväntas de kommunala räddningstjänsterna ta på sig nya och utökade uppgifter inom det civila försvaret. De ökade kraven har dock inte följts av några tydliga nationella satsningar. Bör Myndigheten för civilt försvar få ett nationellt samordnande uppdrag för samtliga aktörer som arbetar med förebyggande brandskydd? Och vilka lärdomar kan Sverige dra från Ukraina, där organisationer och offentliga aktörer samverkar? Seminariet hålls på engelska.

Efter hundra års forskning och senaste årens tekniska och politiska genombrott står fusionsenergi inför industrialisering inom nästa årtionde, med USA och Kina i ledarposition och Europa hack i häl. Med stora offentliga satsningar, en explosiv ökning av privat kapital och allt fler privata pilotanläggningar pågår det globala fusionsracet för fullt, med Norden och Sverige i första ledet. I en serie seminarier diskuteras potentialen och utmaningarna för svensk, nordisk och europeisk fusionskraft. Vilka möjligheter för nationell, regional och global utveckling, välstånd och innovation öppnas när energi inte längre är en begränsande faktor? Total defence involves the whole of society, including students and higher education institutions. However, it is not always clear how students can and should contribute. How can students support total defence, and what can we learn from our Nordic and Baltic neighbours?

This seminar explores the role of students in total defence, with a particular focus on how student unions contribute to strengthening democratic values. To provide an international perspective and opportunities for learning, we invite representatives from Nordic and Baltic student organisations to share how they work with these issues. The discussion will address questions such as: How do students view their role in total defence? How do student unions work with these issues, and what do they contribute? Is there greater awareness among students in the Nordic and Baltic countries than in Sweden? What similarities and differences can we identify? What can we learn from one another? The discussion will be held in English.

As democracy erodes in the EU’s neighbourhood, the effects spill across borders. In Türkiye and Georgia, human rights defenders are pushed back, and elections lose credibility. What does this mean for the EU’s responsibility and ability to act?

Democracy is sliding backwards in several EU neighbouring countries, which is both a threat to the human rights of the citizens in these countries and creates security concerns for the EU. In both Turkiye and Georgia, the human rights situation has deteriorated rapidly in recent years: human rights defenders face considerable repression, and elections in both countries are losing credibility. In this session, Kajsa Ollongren, EU Special Representative for Human Rights, will discuss with two prominent human rights defenders from Turkiye and Georgia what the EU can do to promote democratisation when everything is moving in the other direction.
