    The Russian war against Ukraine made the Ukrainian local communities adapt to new challenges rapidly. The partnership between the national and local authorities and civil society is exceptionally crucial to meet the needs of the people and ensure their participation in post-war reconstruction.

    The event will focus on the key elements and priorities of sustainable collaboration between civil society organisations and national and local authorities from Ukraine and other countries in the context of long-term challenges caused by war. Additionally, the event will serve as a platform for presenting the “Unity for Community” project to the public and key stakeholders, facilitating the alignment of project goals, and encouraging active participation. Objectives: 1. Discuss key challenges in sustainable cooperation between the civil sector and local authorities, identify possible solutions, and outline further directions for collaboration, from crisis management to strategic cooperation 2.     When a municipality is invaded or attacked, special demands are placed on the local government, its leaders, and its functions. How did municipalities in the frontline zone adapt? How do they manage to keep their operations running under constant attacks? What challenges do they face?

    Meet several Ukrainian mayors who have extensive experience as leaders in these situations. When Russia launched its full-scale invasion, municipalities had to take on significant responsibilities. Extraordinary efforts were required, and they faced immense challenges. Civil defense was mobilized. Some municipalities fell into Russian hands, while others are still operating in the frontline zone. How did they act? How did they adapt? What were the greatest challenges, and how did they personally cope with the transition to becoming wartime leaders? What has happened to the municipalities that fell into Russian hands in terms of local governance and leadership?

    Geopolitical tensions have increased significantly in the past years, as states are increasingly competing for power, resources, and new technologies. In what ways is this rivalry moving into domains of strategic importance for Sweden, such as the Arctic, Space and the Baltic Sea?

    The world is plagued by the highest number of conflicts since World War II. Some of these conflicts are moving into domains that are strategically important for Sweden, such as the Arctic, Space and the Baltic Sea. US President Donald Trump has expressed interest in seizing Greenland and China has stated that it is a ‘Near-Arctic’ country. In 2024, Sweden launched its first military communications satellite and a few months later, India became the fourth state to successfully conduct an unmanned docking in space. At the same time, things are literally bubbling beneath the surface, as an increasing number of cables have been destroyed in the Baltic Sea. What is going on in the Arctic, Space and the Baltic Sea? What are the interests of powers such as the US, China, Russia and India? And how is Sweden affected by big-power rivalry moving into its strategic domains?

    In early 2025, Prime Minister Ulf Kristersson stated that “Sweden is not at war, but not at peace either”. In which ways do hybrid threats, such as propaganda, influence operations, and cyber-attacks affect Sweden’s security situation?

    Against the backdrop of the full-scale Russian invasion of Ukraine and increased rivalry between the West and China, hybrid threats are on the rise. Already in 2021, the supermarket chain Coop had to close their stores for six days due to a major cyber-attack. In 2024, 15 000 text messages reached Swedish phones, calling for revenge against burners of the Quran. Meanwhile, both the elections to the EU parliament in June 2024 and the American presidential election in November the same year were targeted by propaganda, influence operations, and cyber-attacks. In all these cases, actors from either Russia, China and Iran were involved. How are hybrid threats affecting Sweden as well as other Western societies? What are the goals of actors such as Russia, China and Iran? And what can individuals, organizations and companies do to protect themselves?

    The security landscape in Northern Europe is undergoing a profound transformation. With Sweden and Finland joining NATO, the Baltic Sea region has become a local point of strategic interest, where the security of Estonia, Latvia, and Lithuania is inextricably linked to the Nordics.

    As geopolitical tensions rise and military threats evolve, regional cooperation is no longer just beneficial—it is imperative. The Baltic states, positioned on NATO’s eastern flank, face a complex security environment shaped by historical vulnerabilities, economic interdependencies, and the evolving nature of hybrid threats. At the same time, their Nordic partners bring advanced military capabilities, strategic depth, and a strong tradition of regional collaboration. However, despite shared security interests, differences in threat perceptions, defense structures, and political priorities can hinder deeper integration. Addressing these questions requires more than just military coordination—it demands a long-term vision for security, resilience, and technological innovation. A coherent and united Nordic-Baltic approach could set a new standard for regional defense cooperation within NATO. The question is: are the countries ready to take that step?

    Ukrainska Röda Korsets förmåga till anpassning har satts på prov sedan konflikten med Ryssland eskalerade i februari 2022. De humanitära behoven har ökat dramatiskt och de har ställt om och skalat upp i takt med det. Samverkan mellan humanitära, militära och näringslivsaktörer har visat sig centralt i arbetet för att stärka beredskapen och sätta den enskilda människans behov i centrum. Välkommen att ta del av insikter och lärdomar mellan Ukraina och Sverige – från nationell till lokal nivå! Seminariet genomförs på engelska.

    The Ukrainian democracy has been under attack for a long time. The conflict in Ukraine has seen a significant transformation in warfare tactics due to the extensive use of drones by both sides. What are the drones used for and what types are used ? How does this impact the way of defending Ukraine?

    In a short time, warfare methods have changed in Ukraine. Today, for example, small drones that can be bought in hobby stores play a major role on the battlefield. They are fast, quiet, and can operate in both daylight and nighttime conditions. We meet one of Ukraine’s top drone pilots who is with us online from Ukraine. Drones have been instrumental in providing real-time intelligence. Both sides have utilized various models, from commercial quadcopters to military-grade UAVs, to gather critical battlefield information. They are also used for direct combat and kamikaze missions. The battlefield has witnessed a surge in electronic warfare, with both sides attempting to jam or hijack enemy drones. Swedish volunteer organizations provide a large number of drones to the Ukrainian battlefield. We will show different type of drones and explain how they function and how they are being used.

    When a municipality is invaded or attacked, special demands are placed on the local government, its leaders, and its functions. How did municipalities in the frontline zone adapt? How do they manage to keep their operations running under constant attacks? What challenges do they face?

    Meet several Ukrainian mayors who have extensive experience as leaders in these situations. When Russia launched its full-scale invasion, municipalities had to take on significant responsibilities. Extraordinary efforts were required, and they faced immense challenges. Civil defense was mobilized. Some municipalities fell into Russian hands, while others are still operating in the frontline zone. How did they act? How did they adapt? What were the greatest challenges, and how did they personally cope with the transition to becoming wartime leaders? What has happened to the municipalities that fell into Russian hands in terms of local governance and leadership?

    The increasing number of hybrid threats against critical societal functions are placing new demands on Sweden’s total defence. The private sector plays a crucial role in these efforts, but how can businesses enhance their own resilience while also contributing to a stronger society?

    Sweden’s total defence rests on two pillars: military and civil defence. Within the latter, the private sector plays a decisive role, covering everything from supply chains and cybersecurity to energy supply and transportation infrastructure. At the same time, companies are increasingly targeted by influence operations, cyberattacks, and disruptions to supply chains. In an era where self-sufficiency and resilience are more important than ever, questions arise about how businesses can protect themselves against hybrid threats, what conditions are necessary to maintain critical infrastructure in times of crisis, and how the private sector can collaborate with government authorities to strengthen Swedish total defence. What are the biggest challenges for Swedish companies in the event of a conflict? How can private actors contribute to greater preparedness and resilience?     The ideals of free trade and globalisation have largely been replaced by security concerns, trade war and tariffs. How do trends such as protectionism, conflict and intensified geopolitical rivalry affect companies’ possibilities of managing a responsible and global supply chain?

    The world has experienced numerous shocks in the past decade. In 2015, Brexit caused a major rupture within the EU, leading to new trade conditions between member states and the UK. In 2018, US president Donald Trump started a trade war with China, which is still on-going. In 2020, the Covid-19 pandemic paralysed the world, resulting in a dramatic plunge in global trade coupled with increased trade barriers. Since then, the Russian full-scale invasion of Ukraine, the war in Gaza and the new Trump administration in the White House have produced heightened global uncertainty. Democratic backsliding, multiplied attacks on human rights and expanded sanctions regimes further add to a complex geopolitical landscape. In addition, the evolving effects of climate change occur, transforming trade routes. What are the consequences of prevailing trends for Sweden and Swedish companies? What can firms do to mitigate a wide array of risks – from tariffs to sanctions and human rights violations?

    Akademisk frihet är central för forskningens oberoende och samhällets utveckling. Samtidigt väcker frågor om vad som kan och bör sägas inom akademin återkommande debatt, särskilt i relation till ämnen som Palestina. Vilka är de aktuella perspektiven på yttrandefrihet, ansvar och möjliga begränsningar inom högre utbildning? Och hur tar de sig uttryck i frågor om solidaritet, kritik och opinionsbildning kring Palestina? - Academic freedom is central to the independence of research and the development of society. At the same time, questions about what can and should be said within academia continue to spark debate particularly in relation to topics such as Palestine. What are the current perspectives on freedom of expression, responsibility, and possible limitations within higher education? And how do they play out in the context of solidarity, criticism, and advocacy around Palestine?

    Fragmentation is marking the geopolitics of our time. The US is dramatically shifting its position on the world stage, adapting its relationships with friends as well as foes. China is a superpower on the rise, flexing its muscles regarding everything from technology to Taiwan. Russia continues to put its imperialist ambitions on vivid display, reflected through its war in Ukraine and hybrid warfare against Europe. Meanwhile, the EU struggles to play a consistent geopolitical role, and risks being pushed to the sidelines by the US, China and Russia. Moreover, India’s influence is expanding, and the members of BRICS have doubled during the past year.
