Russia’s war against Ukraine has transformed how communities organize governance and security. Municipalities, volunteers, and military units increasingly cooperate to protect civilians and maintain democratic accountability. What can other countries learn from Ukraine’s experience?

This panel will explore practical mechanisms of civil–military coordination during wartime. Speakers will discuss how Ukrainian municipalities cooperate with volunteer networks and Territorial Defense Forces to organize collective defense, maintain democratic accountability, and sustain public trust despite constant security threats. • How are roles, responsibilities, and decision-making organized in civil–military cooperation? • What role do volunteer networks play in strengthening local and national defense capacity? • How do municipalities support Territorial Defense Forces and community resilience? • What lessons can other countries learn from Ukraine’s experience?
