Millions of Ukrainian soldiers are returning from the war with experiences and support needs. Providing psychosocial support and using their skills is crucial for successful reintegration and Ukraine’s future. What are the roles of policy, civil society, and Sweden in veteran support?

The number of Ukrainian veterans now counts in millions and continues to grow every day. Soldiers returning home from the front carry with them a backpack filled with experiences and memories from the relentless reality of war, together with the many skills and areas of knowledge they had as members of society before Russia’s full-scale invasion in 2022. Successfully reintegrating Ukrainian veterans—providing adequate psycosocial support while also making use of each individual’s competencies and motivation—has therefore become a highly prioritized societal issue, which many consider decisive for Ukraine’s survival as a nation. What are the key factors for successfully integrating Ukrainian veterans? How is veteran support organized at the political level, and what different roles do civil society actors play? What can Swedish veteran policy—through government agencies and non-profit veteran and family organizations—learn from Ukraine’s work with veterans, and vice versa?
