How does a city continue to function under extraordinary conditions — right in the frontline of the war. Despite constant threats, air raids, and destruction, local leaders are working to maintain services, protect civilians, and keep hope alive. How can can a partnership strengthen Gammalsvenskby?

Gammalsvenskby, Zmiivka, in southern Ukraine, was founded in the 18th century by forcibly relocated Estonian Swedes (Dagö Swedes). Many of their descendants were allowed to leave the Soviet Union in 1929 and settled on Gotland. The ties between Gotland and Gammalsvenskby are strong. Since 2001, Gammalsvenskby (Beryslav Municipality) has been a sister city to Gotland. After the annexation of Crimea in 2014, a democracy partnership was started in collaboration with ICLD – the International Centre for Local Democracy. It has strengthened both regions. When Russia’s full-scale invasion began in 2022, our cooperation proved crucial. The city lies in a frontline region and has suffered heavy bombardments. This seminar explores how to create hope and rebuild during war. How do you run a municipality under constant threat and destruction? How can young people be encouraged to return after the war? And how can international partnerships support both local resilience and global solidarity?
