When a municipality is invaded or attacked, special demands are placed on the local government, its leaders, and its functions. How did municipalities in the frontline zone adapt? How do they manage to keep their operations running under constant attacks? What challenges do they face?

Meet several Ukrainian mayors who have extensive experience as leaders in these situations. When Russia launched its full-scale invasion, municipalities had to take on significant responsibilities. Extraordinary efforts were required, and they faced immense challenges. Civil defense was mobilized. Some municipalities fell into Russian hands, while others are still operating in the frontline zone. How did they act? How did they adapt? What were the greatest challenges, and how did they personally cope with the transition to becoming wartime leaders? What has happened to the municipalities that fell into Russian hands in terms of local governance and leadership?
